Good idea. Let me toss around some ideas.
Defined areas. Have RPG boards for places, rather than events. Boards for Quadrants, Sub-Boards for Systems, threads for planets/space stations/whatever. Members can 'buy' areas. If they do, they control the NPCs in the area that they own. I don't know why, this just popped into my head.
Gene Mixer: Members can buy genes. By mixing and matching various appearance and ability genes, members can make new aliens for themselves. Genes are one-time use, but multiple can be bought.
Alien Database: Similar to the gene mixer in respect to creating aliens, but still different. Creating an alien for the database does not allow you to access it, but it 'adds' it to the universe. (In 'reality', the alien was always just there, just not known.) Gene Mixed aliens are also added to the database when created.
Roleplaying Rewards: Yeah, it's fun to roleplay, but it might be better to get rewarded for it. Finding items, trophies (Or the like), or just something that would encourage roleplaying, and not just craptastic roleplaying, good roleplaying.

Not at all. We all enjoy roleplaying, that's established. We don't need rewards. The rewards idea is for keeping any new members we may acquire, through bribery and enticement. I don't want to just see 'he wuz all like "NU!" and dyed' from Mr. Newbie just because it gives him the chance to get some free loot.

So it's basically a way to keep newbs (heaven pray we get them) to stay instead of joining and never posting, or posting random Japanese that means nothing.

Well... I think we should stop making new forums again and again and again, because if we do, it'll be the same four people every time. Once we have a larger member base, we can find out what they want, and plan accordingly.
